Dimapur, July 20 (EMN): Ahead of the floor test that is to be held on Friday, all the political parties and the sub groups within the parties been issuing whips to their members.
The bone of contention now is the legitimacy of the two factions of the NPF in the Assembly, one led by the chief minister TR Zeliang and his NPF Legislature Party as they refer it and the other led by the former chief minister and NPF Party President Dr. Shürhozelie Liezütsü.
MLA Kiyanelie Peseyie was the Chief Whip of the NPF Legislators before the split in the party due to the leadership crises.
An emergency meeting of the NPF party today reaffirmed his appointment party Chief Whip the Assembly by the Party President Dr Shurhozelie Liezietsu on November 14, 2014.He has issued whip today to vote against the confidence motion that will be move by the Chief Minister TR Zeliang who the party considers as an expelled member.
On the other hand the other majority legislators supporting TR Zeliang had made him the chief whip of their NPF Legislator Party.
He has also issue a whip to vote for the motion that will be moved by him and to vote against any motion of no confidence against him.
With a clear case of split between the legislature party with more than two-third majority MLAS and the party organisation with lesser MLAs the Speaker will have the last say on who will be officially the Chief Whip of the NPF party.
A press release from the CMO however claimed that the Speaker has accepted TR Zelaing as the Chief Whip of the NPF Legislature party which puts the matter to rest.
“It may be recalled that Shri T. R. Zeliang was also authorized by the majority of the legislators, that is, by 36 NPF MLAs at the same meeting held on 4 .7. 2017, to function as Whip of the N PF party.
This was communicated to the Speaker and with the approval of the Speaker, the Commissioner and Secretary of the Nagaland Legislative Assembly has notified the appointment of Shri T .R. Zeliang as whip of ‘NPF party vide Notification No. AS-LEG-91/2003 dated 19th Ju1ly, 2017.” stated the press release from the Chief Minister’s Office.
The BJP on the other hand, that have declared their support for the DAN under TR Zeliang have also issued whip to its legislators.
The Chief Whip of the party Mmhonlumo Kikon has directed the BJP legislators to vote for the confidence motion moved by TR Zeliang but to vote against any no confidence motion if moved.
