SCERT clarifies on ACAUT reports

The State Council of Educational Research & Training (SCERT) has expressed dismay at the news item on lecturers posts which appeared in local newspapers on August 21 and appealed to all concerned not to ‘strongly surmise’ and sensationalize issues without proper inquiry.
While appreciating the ACAUT and local dailies in carrying out its fight against injustices in the society, the SCERT however appealed not to sensationalize issues without clarifying the facts from concerned the departments.
SCERT Director Vipralhou Kesiezie in a statement clarified that the regularization of the 25 Lecturers /Asst. Professors was carried out after following all existing norms and procedures as laid down by the State government.
“The department of P & AR vide its Memorandum No. AR-5/ASSO/98 dated 23.08.2007 sanctioned the regularization of the services of Contract employees who have completed more than 3 years of continuous service against sanctioned posts. As the 25 Lecturers/Asstt. Professors had put on more than 5 years of continuous service, the department moved for the regularization of the services considering that the officers had gained enough experiences required for their profession.”
Kesiezie said, it had obtained necessary clearance and permissions from all departments and committee as required for the procedure for regularization of the contract employees.
“The NPSC accorded its clearance on the 21.10.2014. While clearance from the Department of P & AR (Vigilance Branch) was obtained on 12.06.2014 and 14.07.2014.
In pursuance to the approval received from all the departments concerned, the screening test was held on 19.11.2014 with representatives from the Department of P & AR, and the Finance Department as members”. Basing on the performance of the candidates, the SCERT said, the recommendation for regularization of their services was put up to the Screening Committee under the chairmanship of the Chief Secretary with members from the Department of P & AR, the Department of Justice & Law, the Finance Department and the administrative Department.
He said, “the Committee accorded its approval of the regularization of the Lecturers/Asstt. Professors on 5.01.2015. The Government vide Notification No. EDS/DIET-9/2004 dated 1.06.2015 notified the regularization of the Lecturers/Asstt. Professors which had the approval of the Cabinet.”
All relevant papers/letters mentioned above are available with the Department and can be obtained through proper channel, he added.
“The Home Department, AR (O&M) Branch vide its Office Memorandum No. APPT-16/1/67 dated 19.11.1975 clearly stated the period served under Contract appointment “will count for increment, leave, pension and other service benefit” except seniority. Hence, the service benefits made to the regularized Lecturers/Asstt. Professors had not in any way given them undue service benefits.”
