Dimapur, April 19 (EMN): The “All Nagaland Pre-Service Teacher Association” (ANPSTA) has written to the education authorities stating a good number of complaints concerning “non-recruitment” of TET-qualified primary teachers in 532 vacant posts in the state.

The association issued a copy of representation on Wednesday addressed to the minister for School Education, and to the commissioner and secretary and director, of School Education.

“…despite several fervent appeals made by us to your esteem authority in the past for recruitment of Teacher Eligibility Test (hereinafter TET for the sake of brevity) qualified primary teachers, the same have been indifferently ignored plunging the entire state into a deep education crisis which fact is clearly supported by the fact that 24 schools in 2014, 38 in 2015 and 30 in 2016 have produced Nil results in the HSLC examinations,” the representation stated.

According to the group, on March 24, 2017, the minister for School Education “categorically stated during the session of the Nagaland Legislative Assembly while answering a question raised by Mhonlumo Kikon, BJP MLA that there are 532 primary teacher posts lying vacant in the state of Nagaland lucidly indicating that many schools in Nagaland are suffering from shortage of primary teachers.”

“Needless to say, the same is bound to have an adverse affect on the overall standard of education in the state of Nagaland as well as the literacy rate,” the association observed.

The association stated that “we have all passed the TET examinations” that was conducted in the year 2013 and 2016 which was stated to have been held with the “modalities and norms” that “All appointments of teachers whether it is against resulting vacancies or new post creation shall be filled only by those who have qualified TET based on merit are eligible for appointment to the post of teachers in schools without going through any other written examinations in the State, except oral interview.”

Therefore, the association stated, “we deserve to be appointed in the vacant 532 primary teacher posts as per our seniority-cum-merit in the aforesaid TET examinations.”

The group also referred to a notification of the government “NO.DSE/CAB/POLICY/2013, dated 05-06-2013,” issued by the commissioner and secretary to the Government of Nagaland, department of School Education. The association quoted it: “Posts falling vacant due to retirement, death, resignation, termination etc with effect from 1st may 2013 will be freezed (sic). Such posts will be transferred to the deficit schools till such time the required Pupil Teacher Ration (PTR) of 25:1) is attained in all schools in Nagaland. Recruitment of Teachers will be made through the Teacher Eligibility Test.”
