The petitioners is constraint to issue this “ Open Letter to SDO (C) Sanis in connection to issue of VDB Management committee members appointment against Sanis village by contravening the provision of codefied model rules as immediate guardian of the local administration, makes me to write this column on the following ground.
1. That the present VDB management committee members and secretary of Sanis village was appointed on 25/06/2015 vide order no. DEV.193/2009-10 dated 25th June 2015, whereas it was mentioned only upto 3rd June 2016 as per VDB model rules section – 4 – (B) of the act, for 3 (three) years i.e. 24/06/2018. Accordingly the Sanis village council on 29/05/2016 further resolved to uphold the same.
2. That as per the provision of VDB model rules no. 6 “ The Deputy Commissioner/ADC shall be the ex. officio chairman of the VDB in their respective district and sub-division.
3. That it is surprise to know that the SDO (C) Sanis without going through these all provision of VDB model rules and issuing new order for fresh selection/election of VDB management committee members of Sanis village on 7th Dec 2016. and submission the same on or before 16th Dec 2016 and the said order was also confined to his own office clearly shows that the SDO (C) Sanis has undermind the status and authority of the DC office Wokha. The same order was also condemned by the general public of Sanis village through General meeting on 11/12/2016.
That the petitioners taking the irregular circulation of the order into consideration for the benefit and welfare of the general public of Sanis village in particular and villages under Wokha district in general. It is also seriously viewed that by issuing such irrelevant order may create problems in the village and who look the responsibility rather than responsibility for good, and right thinking citizen should discourage in to to.
