NTC urges govt to review programmes, policies

Nagaland Tribes Council (NTC) has urged the State government to gear up and review its programs and policies as people deserve good governance, accountabilities and deliverance and not false hope and fallacies.
Publicity Cell, NTC in a statement said, the demand of the Unemployed Trained Nurses Association (UTNA) needs attention of the State government.
“In case, what data’s the UTNA has provided is substantive, there is possibly no valid reason for Medical Deptt. to keep more than 300 posts of nurse vacancies unfilled. What is the actual logic of the Medical Deptt. to open hospitals, PHCs, CHCs across the State without providing the basic minimum staff particularly technical staff as nurse? At this rate of having no staff in most of the health centres, it calls for a major review to the policy.”
The service of nurses in healthcare centres is a 24 hour requirement, NTC said adding the ongoing agitation of NSNA availing mass casual leave has paralyzed the healthcare services to the helpless patients in thousands across the State.
“The habits of the present day Govt. to remain insensitive and indifferent to the plights of its gullible employees in particular, to give so much unbridled power to some section of employees to exploit at the cost of the welfare of the general public and to have the tendency to wake up only when people launched agitation are but pathetic and highly corrupt in nature.”
“Feedbacks from media and from available sources show that there are genuine elements of grievances of the in-service nursing staff in Medical Deptt. needing redress. Those grievances have remained unaddressed for decades within which many nurses became victims of abuse of power by people in authority. In the midst of total negligence and bullying attitude of the concerned authorities towards the vulnerable and helpless nurses, the unscrupulous and opportunist lot have been having heyday under the camouflage of privileged class at the cost of underprivileged section. In fact, we are talking about nurses now but such culture of discrimination exists in every Govt. deptt. today.”
“Are those authorities manning Medical Deptt. not aware of the suffering nurses till the present agitation is launched? For what purpose the hierarchy of authorities being instituted if not for them to look after the welfare of their subordinates and of the welfare of the public? In other words, the standing code of conduct is that the public deserves to get unconditional and sincere service from Govt. employees, and in return the welfare of the employees is taken care of by the State Government with or without demand. Unfortunately such established civilized culture is now substituted by the culture of selfishness, favouritism and nepotism placing the system of governance in total disarray.”
On the recent reports of discrepancies in the department of school education pertaining to lack of basic infrastructural facilities and student-teacher ratio, the NTC said it is a matter of serious concern.
“Those authorities, be it politicians or bureaucrats manning the school education department are supposed to be subject matter specialist who are expected to take right decisions under any given circumstances in the best interest of its people. An elected government is never expected to remain spineless and always acts at the whims of political exigencies and electoral orientations at the cost of realistic and perspective planning.”
The NTC questioned as to why schools were upgraded to higher grade without assessing its own caliber first.
“The schools without proper and adequate infrastructures, schools without teaching faculty strength, schools with ghosts and proxy teachers and some schools with number of teachers more than students are the trade mark of the department. After upgradation of schools, when basic requirements are not provided, it remains to be a bluff.”
