NPSC clarifies on CTSE 2016 extra roll numbers issue

Dimapur, July 4 (EMN): The Nagaland Public Service Commission today made a clarification on the queries posed by organisations of graduates of various technical fields regarding the additional roll numbers that were earlier advertised for interview by the commission and cited various rules in force that were followed in the process.
A pres note by the Secretary NPSC, Khrupi Sothu on Tuesday stated that “The Nagaland Public Service Commission (State Civil & other Services) Recruitment Rules, 2008 which was duly notified in the Nagaland Gazette (Extraordinary) No. 68, Friday, February 29, 2008. Rule No. 18(1) (iii) states ‘Selection by interview only will be resorted to in the following cases:- (iii) When the number of the applicants for a particular category of post is 4+ x, or less where x is the number of vacancies advertised.
Further, the Rule No. 18(2) clearly specify how to short-list candidates in such an eventuality, Rule 18 (3) provides the formula to calculate the academic weightage and Rule 18(4) provides ‘The marks secured by each candidate for academic qualification as calculated under Rule 18(3) shall be added to the interview mark for preparation of merit list’.”
The commission stated that in this particular examination, the Commission received requisition for 4 posts from the Department of Printing & Stationary duly specifying the requisite qualifications for the posts that were advertised at “Item No. 17(a) & (b) along with other posts through advertisement dated 19/10/2016. ”
Further, it stated that the commission later found only six candidates eligible for the four posts and accordingly they were selected for ‘interview only’ under Rules 18(1)(iii) of the NPSC(Civil & other Services) Recruitment Rules, 2008 and were allotted roll numbers but since they were not required to appear written examinations their details were not indicated in the examinations centres.
On the issue of the publication of answers keys as demanded by the organisation the commission was of the contention that, “Except for the NCS, NPS, NSS & Allied Services Preliminary Examination where the preliminary mark is not added to written and oral marks for final determination of result, the commission does not publish answer keys for any other examination.
If commission allows the publication of answer keys, the candidates will be able to fairly assess their individual marks and determine their position in the written result which may lead to lobbying and ultimately the possibility of corruption comes in.
The commission based on its experience and without compromising its integrity, has evolved this system and feels that this is the most fair and impartial manner in conducting examinations. In view of the above, the Commission will not be able to publish answer keys as requested. ”
On the issue regarding “Roll Number 7099”, the commission stated that it had rejected some candidates for incorrect application of forms but three of the rejected candidates including the one bearing roll number 7099 took the matter to the court. Thereafter court on February 23, 2017 directed the NPSC to allow the petitioners to sit for the CTSE to be held from 25/2/2017 to 4/3/2017 with a condition that the results of the petitioners will be subject to production and verification of their degree certificates.
The commission stated that it received the order only the next day, a day ahead of the examinations that was scheduled from February 25, 2017 and so had to issue the roll numbers as directed.
However it stated that the case was finally disposed off only in the month of June and so it was the reason for the delay in the declaration of results.
“Thereafter, on 5th June, 2017 the Hon’ble High Court has made the order absolute by directing ‘the order passed on 23.02.2017 is confirmed and the petition is disposed.’
The Commission once again clarify that it was because of this case, the declaration of the result was delayed, which was beyond the control of the Commission.” stated the press release.
The Secretary further stated that the commission assures the organisations that it will strictly follow the guidelines provided under the Recruitment Rules, 2008 while determining their final merit and requested all to “first get the necessary clarifications from the Commission rather than seeking clarification through social media or print media as the same creates further confusion and mistrust among all the stakeholders rather than clarifying the matter”.
