Neva: The platform to transform state assembly into digital office

Dimapur, Nov. 20 (EMN):The National e-Vidhan Application (Neva) is a digital e-governance system of the government of India. The application seeks to fully automate the functioning of legislatures and significantly minimize the use of paper.
A workshop concerning the use and significance of the Neva was inaugurated by speaker of the Nagaland Legislative Assembly Vikho-o Yhoshu, at the legislative assembly complex on November 19 and the 20th. Officials from the Information Technology wings of the government, Parliamentary Affairs, and staff of the assembly attended the event.

Neva’s convenor Mukesh Kumar, and coordinator Priyanka Barthwal, from the ministry of Parliamentary Affairs, were the resource persons of the workshop, a press release from the organisers informed on Tuesday.

The application is a mission mode project of the Digital India programme of the central government. The National e-Vidhan Application is to be implemented in all the states and union territories. It is a sophisticated e-governance solution, which fully automates the functioning of legislatures and significantly minimizes the use of paper with online communication, the updates stated. The initiative is in line with the Go Green initiative of the government of India.

The Neva solution is for the purpose of paperless house sessions; papers are presented online in the house using touchscreen devices on the tables of members, the updates informed.

The application allows for online submission of questions or notices by members; online processing of questions or notices; online sending of questions or notices to the departments or members; automation of assembly committees’ meeting agendas; replies from departments, assurances, audit and questionnaires, among others.
Further, the Neva is a member-centric application, the press release explained.

‘It is not simply a website but a work-flow based app deployed in Cloud for managing the functioning of the house including preparation of documents such as list of business, notices, bulletins, questions including replies by the government departments; bills, committee reports, provisional calendars, contacts, budget, press releases; and a secure page for each member of the House to submit questions and other notices.

The press release stated expectation that within a year, the Nagaland Legislative Assembly would be fully automated with Neva with the support of the central government.
The Neva mobile app is available for download on Google Play Store and App Store for Android and iOS mobiles, the updates informed.
