Memorandum of NSF to President of India

Respected Sir,
Warm Greetings from the Office of the Naga Students’ Federation (NSF).

The NSF representing the voice of the students and youths of the Naga takes this opportunity of your maiden visit to put forth before your esteem authority in office while anticipating your utmost concern and positive response to these following points we ardently feel needed to be earnestly addressed :-

1. Indo-Naga Peace Process:
It is indeed not a farfetched reality that the Naga struggle for its sovereign rights is abounded not only within the core of our political leaders but the whole Naga community at large and we the students and youths of the Naga society, who shall eventually inherit the future, are very perplexed with the ongoing scenario giving rise to doubt the sincerity of the parties involved in the dialogue.

That, despite the lapse of more than 20 years of negotiation and even with the signing of Framework Agreement on 3rd August 2015 we are yet to see the light at the end of the tunnel. Exasperation and desperation are setting-in owing to hopes raised on various occasions and by way announcements made by eminent leaders- of solution being around the next bend.

Now, with the elections to the Nagaland Legislative Assembly due early next year, skepticism runs deep given a retrospective look when elections create havoc negating the spirit and concerted efforts of the people, more particularly by the political parties. Besides, it is envisaged that once the process is prolonged and the matter procrastinate to a certain time the present day Indian leadership may be bogged down by other issues-for instance like the coming of parliamentary elections. Or even the leadership of concerned parties may change bringing us back to square one and we may have to start from scratch again.

Therefore sir, it is our fervent wish and appeal that the Indo-Naga Political Dialogue be brought to a logical conclusion at the earliest and before the elections takes place or keep the election process in abeyance so that our younger generation can keep their dreams alive and hopes to achieve goals as per their geniuses.

2. Post Matric Scholarship:
Majority of the students in the State pursuing higher studies depends heavily on the Post Matric Scholarship for their study maintenance. However Sir, for the current academic session 2016-2017, the State has been facing serious delay in disbursement of Post Matric Scholarship due to non-release of funds from the Ministry of Tribal Affairs, Government of India. It is learnt from the Department of Higher Education, Government of Nagaland that the amount of the 1st Installment Utilization Certificate has been furnished to the Ministry of Tribal Affairs, Government of India however the matter is kept in a standstill. Therefore, we would like to appeal upon your esteem authority to impress upon the Ministry of Tribal Affairs for early release of the remaining amount of Post Matric Scholarship.
