Lokayukta issues list of complaint-filing procedures

Dimapur, April 17 (EMN): The Nagaland Lokayukta has issued instructions to citizens concerning the procedures that are to be followed when presenting complaints before the anti-corruption authority.
The IPR issued updates on Wednesday listing out the instructions from Justice Uma Nath Singh of the Nagaland Lokayukta.
The authority issued notifications containing supplementary instructions that will be required for compliance for processing complaints submitted to the Nagaland Lokayukta, the IPR stated.

This is in exercise of powers conferred by section-33 of the Nagaland Lokayukta Act of 2017 on Nagaland Lokayukta to form regulations to carry out the purpose of the Act, the IPR stated.

A complaint shall be signed by the complainant and shall be made in form-I accompanied by an own affidavit in form-II and affidavits of their witnesses, if any, duly affirmed and attested by a gazetted officer, or village council chairman, or head master of the village, or Gaon Bura of the village.

The notification stated that every complaint shall be accompanied by cash of INR 20 by money order, banker’s cheque or demand draft in favour of the secretary/undersecretary or registrar of the institution on any bank having a branch at Kohima.

The IPR quoted the Lokayukta’s instruction that a complaint may be presented in person to the registrar or secretary/undersecretary or any other officer duly authorized by the Lokayukta on its behalf.

Registering complaints
After complaints are received at the Nagaland Lokayukta’s establishment, the matter shall be scrutinized by the registering authority designated by the Lokayukta, or the Registering Authority. If the authority is satisfied that the complaint is proper, the complaint will be directed for registeration in a register maintained for that purpose.

Defects in complaints
If the registering authority finds that the complaint is not in accordance with the instructions or is otherwise defective, registration may be postponed. The complainant will be informed to rectify the ‘defects’ within a specified time. After compliance, the citizen may ask that the complaint be registered, the IPR stated.

Non-compliance
If the requirements are not fulfilled within the specified time, the complaint ‘may be put up’ before the Lokayukta or Upa Lokayukta. Either of the two authorities may summarily reject such complaints or pass orders as they deem fit considering the circumstances of the case, the IPR added.
