Letter of Appreciation to Deputy Commissioner Kohima

Sir,

With all my humble respect and due submission, I put forth my open appreciation to your high authority for accepting my 6 (six) proposals how narrow I may be in my approach but your coming forward to fulfill the aspiration of our people for the welfare of our Capital city, Kohima as labeled as the “First District” of Nagaland State/ “Mirror of Nagaland” or the “Smart City”.

As for me, whenever I propose anything for public importance, I wish the same to be effectively implemented in toto on priority basis as being initiated from your end by involving all the concerned stake-holders for discussion as of today how best the following steps can be taken at the earliest as time is running out of our hand so that necessary concerted resolutions can be taken as proposed below:-

Step -1) Proper briefing of Kohima City Panchayat Chairmen and GBs headed by the Kohima Municipal Council under your administration on the importance of ecological balance, land-slide preventive measures and beautification with a humble attempt on this 15th June 2017 (Thursday) as we gathered here today in this Conference Hall.

Step- 2) Proper briefing of the respective Colony/Ward leaders /volunteers on the 17th June 2017 (Saturday) for massive tree plantation drive so that even a small change may take place henceforth in transforming our city into an ideal place to live in.

Step-3) An open announcement and publicity over AIR Kohima Station, loud-speakers, local media, pamplets, posters on city mini buses & taxis for creating public awareness on this attempt of tree plantation.

Step-4) Circulars to be sent to offices/ educational institutions/local channels/ local Churches, temples and mosques on the Father’s Day (Sunday) i.e on the 18th June, 2017.

Step- 5) Arrangement of tree saplings- silver oak, cherry, bagonia, cliptomeria, khusia(local neem) banyan/papal, sopfüciekhrie (local spicy) for land-slide areas etc. by the District Forest Officer, Kohima and sub-ordinates at its office premises on 19th June( Monday) 2017.

Step- 6) Collection of tree saplings by the respective colony Panchayat leaders /volunteers for distribution according to the number of households to be kept in their colony from their respective colony Panchayat premises on 20th June 2017(Tuesday) .

Step-7) Distribution of tree saplings to every household by the Panchayats, by maintaining a register /list for registration so that every household is directed to collect the required number of tree saplings for plantation /fencing and nurturing the planted trees aleast 2 years from this year onwards on 21st June 2017 (Wednesday) at their residential areas where there are no electric wires.

Step- 8) Checking of every household and distribution of tree saplings to the defaulters by the respective youth volunteers so that such trees are properly planted and fenced on 22nd June 2017 (Thursday) for healthy growth.

Step-9) In case any household failing /refusing to do so as being directed , the same should be asked to do so by collecting the tree saplings at their own risk for plantation on the 23rd June (Friday) 2017.

Step-10) Submission of reports by the respective colony Panchayat with defaulters list on 24th June 2017 (Saturday) for necessary action to be taken by the District Administration Kohima, KMC, DFO, Kohima.

In case the planted tree saplings are not about to survive, every household is directed for replacement within 30th June 2017. (Saturday).

Priority No. 2

In proper collaboration with the DC Dimapur, the over-loaded lorry trucks be totally checked to ply on the NH-29 and other State Highways w.e.f. from the 20th June 2017.(Tuesday).Also the 4-lane construction between Dimapur and Kohima should be on phase-wise not all areas at a time as it is affecting free vehicle movement on the lines all these days.

To implement this venture, may I suggest 3 depots/spots – one at Assam- Nagaland bordering Check-Gate, one at Dimapur Train Station and the other at 7th Mile Dimapur Truck Parking sloth with a heavy hand by the Dimapur District Administration and Police Commissioner so that its police personnel are not bribed by the drivers for passing their vehicles with over-loading lorry trucks .

Priority No- 3

a) Parking of vehicles on both side of the road in Kohima City should be stopped with effect from 1st July 2017.Unusual blowing of vehicle horns and release of vehicle smokes be penalized by Police personnel on duty.

b) Retail prices of essential commodities, private schools/colleges/ tuition fees/ private medical treatment fees in private clinics be checked by taking round of the city once in a week even to see the public movement/taxi and mini bus stands/market places by involving legal metrology and consumers protection agencies and a team of doctors and District Administrators.

c) Only three mini buses be kept in one stoppage or stand and the first one is to move out even with less passengers so that they can get way-side passengers before reaching the destined station for which their earning will be more not lesser with full-load waiting in a long queue for a long time, causing traffic jam in the area.
d) Disposal of waste materials/ dirts by the shop-keepers/ pedestrians should be properly directed by the KMC Park vehicle tax-collectors, police personnel in uniform, teachers and students to keep their shop adjacent areas clean throughout the day.

e) Removal of building materials, unused vehicles on the road sides be immediately executed. Also Mini Buses should be directed to place an iron plates on their front side Mini buses –“Ladies” on the left side and “Gents” on the right for the passengers safely on or before 30th June, 2017 so that ladies and gents shall sit separately on mini buses in this Capital city.

In conclusion, I should say that I tried my best to protect the teachers and students welfare throughout my service career right from graduate teacher in 1979 till I retired in November 2014 as Jt. Director of School Education, Nagaland so also I shall try my best to continue in fighting for social justice and welfare even in the days to come with your valuable guidance and consultation.
