Dimapur, Jan. 21: The Nagaland government has declared to organizations calling for “demonstration / agitation / bandh” that the “responsibility of ensuring that their agitation/demonstration is peaceful and within the four walls of the law rests on them.”
The establishment of the Home Commissioner issued a notice on January 21. Also, government servants, particularly the GBs, found to be engaged in “activities inimical to the smooth and peaceful conduct of elections” to the Urban Local Bodies have been warned of action from the administration.
“The government has instructed the district administration and police to make it clear to the organizers/groups/bodies giving the calls for demonstration/agitation/bandh that the responsibility of ensuring that their agitation/demonstration is peaceful and within the four walls of the law rests on them,” the government stated.
Organizers or their leaders shall be held “criminally and civilly liable” for any “unlawful acts or violence” on the part of agitators “leading to injury or death or damage to property, both private and public,” the notice stated. The government also noted instances of Gaon Buras taking part in agitations called by various organizations to oppose said elections.
“The Gaon Buras, having been appointed by the district administration to aid and assist the government, are not expected to campaign or participate in any agitation/demonstration/rally which is against the government programme or policies. Similarly, government servants are bound by conduct rules,” the notice stated.
Therefore, the notice warned, any Gaon Bura or government servant found to be engaging in “activities inimical” to elections “is liable to be proceeded against” by the district administration. Instructions have been issued accordingly by the government, it added.
