Government discusses how to go about with economic census

Dimapur, June 11 (EMN): Nagaland Chief Secretary Temjen Toy has asked field officials and functionaries to be serious about undertaking the all-important 7th Economic Census, which will establish business and commerce data to be used in policymaking and business administration.

Officials of the state coordination committee for the 7th economic census was held at the Nagaland chief secretary’s office on June 11. The meeting was presided over by Toy, who is also the chairman of the committee.

The officials discussed matters concerning the payment of honorarium to supervisors and enumerators besides aspects of logistics and support for arrangement of manpower to implement the economic census.

Toy said the economic census is important. Through the census, the Goods and Services Tax is calculated and taken into account “for everything from loans right up to finance commission,” according to the IPR.

The chief secretary urged the field officers not to take the census activity as a routine activity but to “give a true picture after enumeration is done.” He appealed to the field functionaries to work out a mechanism to monitor every household.

Another officer, KD Vizo, the commissioner-secretary for Information Technology said that the economic census was being conducted ‘on all India basis’ covering all the states and union territories in the country.

‘The economic census is known to be one of the most complex and massive administrative exercises in which all establishments whether households or non-households, big or small, in the private or public sector are enumerated,’ the official said.

The economic census provides up-to-date information on various aspects of operations and establishments such as number of establishments; number of persons that are employed; source of finance; type of ownership, religion code and social groups of propriety and establishments, according to their industrial activity including their distribution at all-India, state, district, village/ward levels for comprehensive analysis of the structure of the economy.

This information will be used for micro level, decentralized planning and also for undertaking detailed follow-up sample surveys to assess contribution of various sectors of the economy to the Gross Domestic Product.

Vizo added that the objectives for conducting the 7th Economic Census is to provide detailed information on variables by activity, of establishments (excluding crop production, plantation, public administration, defence and compulsory social security) in the country including their distribution at all-India, state, district, village/ward levels for comprehensive analysis of the structure of the economy (macro, micro, regional levels).

It is also for benchmark purposes; to provide updated directory of establishments up to the village/ward level for local level planning purposes and use the information as an input for the development of the National Business Register. This will be useful for estimation of district domestic product and to provide for an up-to-date frame from which samples can be drawn for detailed information, the IPR stated.

Commissioner-secretary for Economic & Statistics, Kelei Zeliang, said during the discussions in the meeting that the payment of honorarium to supervisors and enumerators fixed at INR 3 per household in the country should be increased to INR 10 per household due to the inconveniences the field functionaries will be facing “since our state is a terrain area.”

The government servant added that the work shall be carried out by the common service centre, department of Economics & Statistic and the National Sample Survey Organisation (field operation division), the IPR added.
