ENSF seeks ‘justification’ on denial of job reservation

The Eastern Naga Students’ Federation (ENSF) has served the state government with a 30-days ultimatum during which “every department in the state” has been asked to “suggest/propose a remedial solution” to the “total lapses in the implementation of the job reservation policy since 1977.”
In a lengthy press statement issued on Monday, the NSF stated that it seeks to “bring forth to light the injustice delivered upon the Eastern Nagas for the past 52 years by those section of bureaucrats who themselves had entered and occupied the service illegally through backdoor and had held the scepter of injustice in their hands.”
“Deprivation, manipulation and injustice had its genesis in the state since 1963 spearheaded by the so called elite and educated section of the Naga society. The birth of the present state Nagaland was possible only through amalgamation of the backward but unconquered & un-administered Eastern Nagas (erstwhile Tuensang Frontier Division under NEFA) and hence the delay in delivering justice is no doubt a game of justice being denied instead.”

“The Eastern Naga Students’ Federation (ENSF) in pursuance to the 1st representation submitted to the state government on 27th April 2013 and the subsequent appeal through press release dated 28th Aug 2014 and 7th Nov 2014 had adopted a resolution during its Executive Meeting held on 4th July 2015 and accordingly re-appealed “Representation” was submitted to the Hon’ble Chief Minister of Nagaland seeking justification for the total lapses in the implementation of the job reservation policy since 1977.
The same had been thoroughly deliberated to the Chief Secretary of Nagaland at his chamber for immediate and necessary action,” it informed.
“The job reservation policy in state had instead had an adverse effect upon the least represented community in the state on account of manipulation by the successive state government for the past 3-4 decades or more. The direct impact could be seen while analyzing the present status in the state employment sector.”
It argued that if the reservation policy had been introduced 38 years ago (1977) than, the percentage of the representation from the Eastern Nagas in the employment sector (all department) should not be less than 25% today.
“Since 1977, no single department in the state had efficiently implemented 25% job reservation at any point of time. The 38 years old policy had instead deprived the backward Eastern Nagas from acquiring its due share in the employment sector.
“The percentage of Class-1 & 2 Gazetted officers from Eastern Nagaland is below 10% at present. “The percentage of Grade-III staffs from Eastern Nagaland is below 15%. “25% Job reservation for grade IV at the Directorate, Secretariat and the State level offices as notified by the government had never been protected but manipulated instead.
“100% job reservation on grade IV post at the district level as notified by the government had not been protected for the local and instead numerous non-resident tribes had been directly appointed & recruited at the state level by the government.
“On 14th April 2014, the Government of Nagaland had issued a notification directing the entire department for strict implementation of job reservation. The plight and the suffering of the backward tribes today is the direct result of such deprivation by the successive state government and the state bureaucrats. The Federation shall leave no stone unturned in acquiring justice for its citizen,” it proclaimed.
Constitutional Deprivation
“The Federation demands for documental evidence from the state Government as to why & which amendment of the Indian constitution had removed the provision envisaged to safeguard its citizen. The successive state government had openly & directly assassinated those gems (Liberty, equality, fraternity and justice) from the “Preamble” the very soul of the Indian constitution,” it stated.
It termed “the period from 1963-1976 as the period of direct manipulation and 1977 to 2015 as the period of indirect manipulation by the state government upon the 6 backward tribes of Eastern Nagaland.”
The logic clearly justify that with the lapse of 38 years since the introduction of job reservation policy in the state, the six backward tribes of Eastern Nagaland should attain at least 25% in the employment sector in all the department in the state, it claimed.
The ENSF demanded for immediate recruitment/appointment to class I, II and III posts to fulfill the 25% job reservation policy and maintain the same in all departments. All state level head offices should fulfill the policy of 25% job reservation for Grade-IV post by recruiting/inducting those candidates from the backward tribes of Nagaland, it added.
“To immediately scrutinize all departments within the four districts of Eastern Nagaland (Tuensang, Mon, Longleng, Kiphire) on appointment of Grade-IV under any establishment and to solely maintain 100% job protection for the 6 backward tribes of Eastern Nagaland.”
In order to rectify and streamline a three decade old anomalies and irregularities in the job reservation policy in the state, the federation seeks for direct justification from all the HODs through the state government which should be presented to the federation on or before 5th August 2015, it stated.
The Federation demands for a “justification report” from the state Govt on its failure for non implementation of 25% job reservation guaranteed to the Eastern Nagas, since 1977. The justification report should be produced departmental wise, it demanded.
“Justification sought as to why the representation of the Eastern Nagas in the employment sector is still below 25% (all class & grade) even after 38 years old state job reservation policy. Basing on the above two justification reports, every department in the state should suggest/propose for a remedial solution to a three decades old irregularities. The suggested solution should be strictly confined in materializing 25% job reservation and fulfillment which should be rooted through the state government.”
In this regard the ENSF has convened a federal meeting on July 8 next at DUDA guest house. All federating units have been asked to delegate two representatives each. “The main agenda to be discussed during the meeting will be on the representation submitted to the government and to discuss for convening 2nd Joint consultative & coordination meeting of all the Eastern Frontal Organization.”
The Federation anticipates positive response from the state government within 30 days from the date of submission of the representation failing which, the Federation shall strive or fight for justice that had been denied under any circumstance, it declared.
