Bill afoot to regulate noise pollution in Manipur

Imphal, Feb. 20 (EMN): Manipur chief minister N Biren Singh said that the government is mulling to prepare a Bill after consulting members of the assembly to regulate the noise pollution in the state.
Disclosing this while replying to a call attention motion by opposition MLA Kh Joykisan Singh on unchecked noise pollution in the state atn the ongoing assembly session on Tuesday, chief minister Biren also said that unchecked noise pollution is a serious concern of the government.
Biren, who holds the home portfolio, also said that the state traffic has been instructed to publish a booklet on the various traffic norms including identifying no horn zones, zebra crossings, school area etc. and to distribute the same to the vehicle operators.
Regarding loudspeakers, there is a provision that loudspeakers cannot be used without permission of the concerned DCs, the chief minister said and further assured to strengthen the implementation regulations.
He said that there is already an official notification issued on April 2, 2017, to regulate noise pollution by identifying no horn zones, regulations on use of loudspeakers, etc.
In reply to another calling attention moved by opposition MLA K Ranjit Singh on non-availability of text books for the students of the government and aided schools, chief minister Biren said that availability of text books for the students of government aided schools was affected when the Hindustan Paper Corporation Limited which was the sole supplier of paper for printing of textbooks for the entire state withdrew suddenly.
He also said that rectification of certain anomalies like identification of non-existent students whose names were included in students’ lists had also delayed the same.
Earlier, education minister Thokchom Radheshyam, in his reply to the call attention motion raised by MLA K Ranjit, said that the target for distribution of textbooks for this academic session would be completed between March 1 to 31.
