Big structural changes, reshuffle announced for Karbi council

Diphu, May 21 (EMN): Speaker, Karbi Anglong Autonomous Council (KAAC) and former general secretary of United People’s Democratic Solidarity (UPDS) Horensing Bey said that the economic package and the political aspect of the KAAC would be fully implemented within 6 months after taking the bill from the forthcoming winter session of the parliament.

Horensing Bey was among the few who attended the May 19 meeting towards the implementation of  MoS (Memoradum of Settlement) during the visit of Joint Secretary incharge Northeast, Ministry of Home Affairs Satyendra Garg.

While talking to Eastern Mirror correspondent at his official chamber KAAC Legislative, Bey said that after the implementation of the MoS, nomenclature of KAAC would be renamed as Karbi Anglong Autonomous Territorial Council (KAATC), while out of the total economic package of INR 300 crore, an amount of INR 100 crore has already been released and that the remaining would be released soon for the construction of roads connectivity  in the district, said Bey.

Also stressing on the executive power, Bey said that the chief and the deputy chief of the KAATC would have the status equivalent to the cabinet minister and the other executive council members would be equivalent to the ministers of the state of Assam for protocol purposes, likewise the chairman and the deputy chairman of KAATC will have the status equivalent to the speaker and deputy speaker of the assam legislative assembly within the jurisdiction of KAATC while at present the KAAC, Executive Member (EM) would be equivalent to the state minister’s status, said Bey.

In regard to the delimitation of KAATC constituency, Bey said that there are 44 constituencies but presently there are only 26 MAC constituencies.

Highlighting on the political scenario , Bey said that soon after the implementation of the MoS, election would be conducted in all the new constituencies leaving aside the 26 MAC constituencies. The present 26 MAC constituency will be remain the same.

Also, Bey clarified that the election if held in the mid-year or next year, the tenure of the new constitutes MAC constituencies would be the same with the present 26 elected members of the 26 MAC constituency.

Mention can be made the MoS was signed between UPDS, government of India and government of Assam in November 26, 2011.
