A look back at PDA’s journey so far

Dimapur, March 13: The People’s Democratic Alliance (PDA) that embarked on a political journey with the promise of bringing change to Nagaland completed one year in office earlier this week. Whether or not change is actually taking place is for the people to judge but the government did introduce several significant ventures, including Lokayukta, Aadhaar-based biometric attendance system and websites for all government departments to ensure transparency.

The CM Dashboard provides real-time status about key parameters and schemes of various departments. The initiative was awarded by the Indian Express Group as one of the best use of technological applications and also won the e-India award for use of technology in governance.

Here are key initiatives and achievements of the major departments during the last one year:

Agriculture department

Agriculture department stated in its documentation that it has a vision to achieve self-sufficiency in the agriculture sector by the year 2025 and improve farm income of the farmers.

Major achievements

  • The department implemented 44 cluster projects covering all the districts under RKVY scheme during 2018-19.
  • Constricted power tiller path and marketing sheds in each project
  • Agri-clinic and agri-business centres established in all districts
  • Under NFSM, extensive training-cum-demonstrations were conducted for the farmers
  • Under MOVCD, an area of 5,721 ha (hectare) has been covered under organic cultivation with high-value crops such as glutinous rice, ginger, cardamom, turmeric, king chilli etc.
  • Under SMAM, mechanisation through distribution of power tiller and other machineries, the farm power availability of the state has been enhanced from 0.507 kw/hr to 0.650 kw/hr.
  • Under RAD (NMSA), an area of 1,724 ha (hectare) has been developed.

Art and culture department

The department said that it has created Tribal Research Institute with an aim to research, represent and conserve the cultural heritage of the Nagas and promote, preserve culture and identity, educate the younger generation and scholars. It is planning to renovate the state museum in Kohima besides constricting new museums in at least three other places.

Major achievements

  • Tribal food mela held at Eklavya Model Residential School, Diphupar
  • The department participated at the children film festival organised by the Children Film Society of India
  • Cultural dance troupes performed at several events and occasions
  • Organised week-long North East Theatre Festival in Dimapur
  • Set up Art Corner during Hornbill Festival
  • Automation of the State Library
  • Dimapur District Library transformed into a district model library; digitisation under progress
  • Reports on “Studies on Naga Oral Tradition – Volume 1” and Traditional Festival of Nagaland – Volume 1” published, while the report on “Archaeology of the Mimi Caves,Kiphire District” and “Physical Characteristics in the District of Peren and Kiphire” is under publication
  • Construction of Rani Gaidinliu Cultural Centre at Peren, Nagaland

New and renewable energy / power department

Major achievements

  • A 100 kW Solar Power Plant at Nagaland Civil Secretariat completed
  • 100 kW Solar Power Plant at Mini-Secretariat Pughboto completed
  • Tsutsung Hydro Project with an installed capacity of 1000 kW completed
  • Three Wind Monitoring Stations set up at Longwa, Changlangshu and Nokpu
  • Augmentation of the existing 132/33kV 24MVA Kohima sub-station 48MVA
  • Upgrade of 132/166kV 100MVA to 2x100MVA at Nagarjan Sub-Station, Dimapur
  • State Load Dispatch Centre (SLDC) at Dimapur operationalised
  • Achieved 100% household electrification in rural areas under DDUGJY
  • Started construction of 11kv trunk line covering 30km along main roads in Dimapur

PWD (R&B)

Major achievements

  • Maintenance of roads in the 12 district headquarters at an estimated cost of INR 102.59 cr covering 206 km
  • INR 50 cr. earmarked for district headquarters; phase 1 covering 116.455 km completed while phase II is in progress
  • Major improvement of roads in Kohima and Dimapur – 26 roads each to be improved
  • 19 roads in 9 districts sanctioned under PMGSY scheme phase IX (B), covering 261.48 km and INR 208.11 cr. sanctioned
  • 48 bridges in 10 districts for INR 94.04 cr. sanctioned

Employment, skill development & entrepreneurship department

The department said in its report that 641 youths across multiple sectors were trained under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), and placed 450, while 585 are currently undergoing training. It also established new Government Industrial Training Institutes for Kiphire and Longleng districts.

Environment, forest & climate change department

Major achievements

  • The UNDP – India Biodiversity Awards 2018 was awarded to Sukhai Community Conservation Area and Lemsachenlok Organisation
  • First ever Amur Falcom Conservation Week and Festival
  • INR 640.64 lakh released under National Afforestation Programme (NAP), covering an area of 63,933 ha in 1161 villages, and 2,085 ha afforested in 2018-19

Food and civil supplies department

The department said in its report that it aims to streamline PDS through end-to-end computerisation.

Major achievements

  • Aadhaar seeding status for national food security act (NFSA) ration cards increased to 61.03%
  • Completed GPS mapping of 1618 FPSs (1323 rural & 295 urban FPSs) and 36 sites for new godown constructions
  • Transparency portal launched (fcs.nagaland.gov.in)

Health and family welfare department

The state stated that it has signed an MoU for establishment of a National Centre For Disease Control (NCDC) branch in Dimapur and work order for construction of medical college in Kohima has been issued.

Major achievements

  • Health department carried out inspection of food products, adulteration and use of chemicals for conservation of food products for food safety
  • The Measles Rubella Vaccination (MRV) campaign achieved 97.80%
  • Hospital at Kiphire upgraded; two integrated Ayush hospitals at Noklak and one at Dimapur
  • Integrated Ayush hospitals at Razha Chedema in Kohima and in Sabangya under Mokokchung are under construction

Animal husbandry and veterinary services department

The department stated that is trying to mobilise its resources for development and production of livestock, poultry, dairy and veterinary health care across the state in order to attain self-sufficiency and reduce import cost. Activities focused on production and infrastructure have been undertaken to facilitate schemes to the target group and end user.

Major achievements

  • Poultry production: Under national livestock mission (90% CSS), a total 60,000 low input technology (LIT) birds was provided to 300 progressive farmers. It is expected to generate 171 tonnes of poultry meat from this project within a period of 3-4 months.
  • Piggery production: Under national livestock mission (90% CSS), strengthening of 3 state pig breeding farms at Medziphema, Akuluto and Merangkong is in progress with a view to propagate quality piglets.
  • Dairy development: The department is setting up a dairy breeding farm in Dimapur to produce quality heifers like jersey for the dairy farmers.

Science and technology department

Major achievements

  • Innovation Hub & Space & Astronomy Exposition Hall at Nagaland Science Centre
  • Digital Planetarium and an Innovation Hub at Kohima underway
  • Science Park at S&T Complex completed

Tourism department

Major achievements

  • Nagaland Tourist Police launched
  • Hornbill festival declared as a national event by the Ministry of Tourism
  • Organised Tribal Mini Hornbill Festivals, Amur Falcon Conservation Week & Festival, Dzukou Festival, People Festival, Loin Loom Festival, and Angling Festival
  • Tourism Infrastructural Projects under Swadesh Darshan Scheme, and North East Council (NEC) implemented

Youth resources and sports department

The department put more thrust for development of sports and youth activities so that it can infuse positive aspect of social life and make youths health conscious and pursue the objective of achieving excellence in sports as well as youth activities.

Major achievements

  • Completion of astro-turf football pitch at Indira Gandhi Stadium, Kohima
  • Restoration of Dr. T. Ao State Sports Award
  • Restoration of Inter-District Football Tournament in memory of Dr. T. Ao
  • Introduction of Dr. T. Ao Memorial lecture.
