In almost every tribes of Nagaland, a River that flows between the two neighbouring villages naturally become a landmark boundary and on that topographical area of land the river that passes through belongs to both the villages and is naturally attributed or set as a common tributary between them. In connection to this truth, the Kezoma and Mima Village has unanimously made a consensus agreement with Nagaland Govt. PHED on 15th Feb. 2010 to bring Zarü (Dzüü) River water to supply at Kohima, our capital city of Nagaland. The signatories of whom the agreement was made respectively to the Govt. PHED on behalf of the two villages were, i) Neisakuo Mekro-Chairman Kezoma Village Council, ii) Dusaho- Hd. GB Kezoma , iii) Tsopi Rulu- Chairman Mima Village Council, iv) Vipfetso Shünyü Hd. GB Mima. Now, the concern Deptt. has been constructing the pumping mission and pipeline connection works and the PHE Deptt. is been publishing on Daily Local News papers by acknowledging Mima Village as the sole ownership of the Zarü (Dzüü) River. Furthermore, it is to be noted that besides the two villages having been made a consensus agreement with the Deptt. some public societies even publicized in the News Papers crediting that the Dzüü water solely belongs to Mima saying that no other village should claim the Zarü River to their own posses or for ownership

But, since Kezoma Village Council, Mima Village Council together with the concern Deptt. have made the agreement perceivable between us, were agreeably extended our utmost respect and trust that the Deptt. authorities shall not deprived our share of creditable contribution. And for which I have generously and contentedly penned down my agreement signature on that day, so that the current project be a successful one and provide drinking water to the citizens in our capital city. But unfortunately, it appeared again on the News Paper that on 6th April 2017, the concern Minister PHED, Chief Engineer PHED visited Mima Village Council and conducted a consultative meeting with Mima Village Council and their meeting report has been printed for the general public on 7th April 2017, in Nagaland Post and Capi respectively, claiming that the Dzüü water is belongs to Mima alone. Thus, when the agreement was been made to that far and if things goes on that way, it may brings unsatisfaction on the side of both the villages. Hence, in order to avoid hindrances by the future generation hereafter, the Kezoma Village Council hereby informed the general public and asked the concerned Deptt authority to have a consultative meeting with the Kezoma Village Council so that to make an agreement amendment prior to the inauguration function of the project.
