3-member commission on RIIN formed

Dimapur, July 27 (EMN): Former Chief Secretary Banuo Z Jamir will head a three-member commission constituted by the government of Nagaland to ‘study, examine, recommend and advice’ on all issues concerning the Register of Indigenous Inhabitants of Nagaland (RIIN).

An order issued on Saturday named retired bureaucrat T Kiheto Sema, and C Shingwang Konyak as the other members of commission. Retired Justice Zelre Angami will be the advisor to the commission; home commissioner of Nagaland will function as the ex-officio member secretary of the commission; the commissioner of Nagaland and the secretary of Law and Justice will be ex-officio members.

The terms of reference for the commission, in reference to its task, are: eligibility criteria to be an indigenous inhabitant; authority to authenticate claims of being indigenous; place of registration as indigenous inhabitants; basis of claims of being indigenous; nature of documents that will be acceptable as proof for being indigenous; and any other issues related to implementation of RIIN including the manner in which the exercise is to be carried out.

According to the notification, support in the form of manpower/logistics/funds for smooth functioning of the commission would be provided by the Home department.

The commission has been tasked to submit its report within three months.
