11 Diphupar GB facing the axe over financial misuse

Dimapur, Aug. 21 (EMN): For a little over six weeks, the Home commissioner’s office has been sitting on a recommendation by the deputy commissioner of Dimapur to terminate immediately the appointment of 11 gaon bura (GB) from the Diphupar village council (DVC) on the charge of misusing MGNREGA funds to the tune of INR 1,10,50,000 cr.

They have been accused of misusing funds in tandem with members of the DVC and the village’s development board. The Dimapur DC, in his letter to the Home commissioner on July 5, has cited section 16 (4) of the Nagaland Village and Tribal Council Act, 1978 to dismiss 11 functionaries.

The matter came to light after a case was filed by the Diphupar communities chairman forum (DCCF) with the extra additional commissioner (EAC) of Chumukedima on April 13 alleging that the DVC, GB and management committee members of Diphupar had misused VDB funds.

In parts of an interim order acquired by Eastern Mirror, which was issued by the EAC of Chumukedima, it is stated that on July 11 2017 a resolution was passed by the village council to distribute INR 2 lakh to each members of the VCM, GB, and VDB committee members the funds for which totalled INR 66 lakh.

The order also stated that all the involved persons would individually refund and deposit the INR 2 lakh with the office of the EAC of Chumukedima, which would then be deposited into the account of the Diphupar VDB.

In the case of the remaining amount of INR 44,50,000 (forty four lakh fifty thousand), it was stated that only INR 38,50,000 (thirty eight lakh fifty thousand) was received by the village council on April 26 2018.

It was informed that a member of the Diphupar village council would refund the remaining amount of funds of INR 5,50,000 (five lakh fifty thousand) and deposit it into the account of the EAC office at Chumukedima, which would again be deposited into the Diphupar VDB account.

A reliable source told Eastern Mirror that because a settlement could not be arrived at between the village and the accused members the case was taken to the court of the EAC of Chumukedima. The source also informed that the Home Commissioner’s office was yet to pass the final verdict.
